கோவை:
திராவிட மாடல் அரசு சமூக நீதியை வலியுறுத்திக் கொண்டிருக்கும் வேளையில், கோவை மாவட்டம் தொண்டாமுத்தூர் தொகுதிக்குட்பட்ட கெம்பனூர் – அண்ணாநகர் பகுதியில், பட்டியலின மக்களுக்கு எதிராக “நவீன தீண்டாமை” நடைமுறையில் இருப்பது பெரும் அதிர்ச்சியை ஏற்படுத்தியுள்ளது.
அண்ணாநகர், கெம்பனூரிலிருந்து வெறும் 500 மீட்டர் தொலைவில் இருந்தாலும், அங்கு வசிக்கும் 300க்கும் மேற்பட்ட பட்டியலினக் குடும்பங்களுக்கு, அரசு போக்குவரத்து கழகத்தின் பேருந்து சேவை திட்டமிட்டு மறுக்கப்பட்டுள்ளதாக மக்கள் குற்றஞ்சாட்டுகின்றனர்.
21, 21B பேருந்து சேவையில் பாகுபாடு:
தற்போது கெம்பனூருக்கு 21 மற்றும் 21B பேருந்துகள் இயங்குகின்றன. ஆனால், காலை நேரங்களில் மட்டுமே 21B பேருந்து அண்ணாநகருக்குள் அனுமதிக்கப்படுகிறது. மதியம், இரவு நேரங்களில் அது கூட செல்ல விடப்படவில்லை. மேலும், 21 எண் பேருந்து முழுமையாக கெம்பனூருக்கே மட்டுப்படுத்தப்பட்டுள்ளது.
இதற்கான காரணமாக, “சாதி ஆதிக்கக் குழுக்களின் அழுத்தத்துக்கேற்ப போக்குவரத்து கழகமும், மாவட்ட நிர்வாகமும் செயல்படுகின்றன” என்று உள்ளூர் மக்கள் குற்றம்சாட்டுகின்றனர்.
எஸ்சி/எஸ்டி ஆணைய உத்தரவுக்கு புறக்கணிப்பு:
இந்த விவகாரத்தில், தமிழ்நாடு எஸ்சி/எஸ்டி ஆணையம் தாமாகவே வழக்கு எடுத்து,
“21 மற்றும் 21B பேருந்துகளை அண்ணாநகருக்குள் இயக்க வேண்டும்” என்று கோவை மாவட்ட ஆட்சியருக்கும், போக்குவரத்து கழக மண்டல பொது மேலாளருக்கும் உத்தரவிட்டது.
மேலும் வரும் 24-ஆம் தேதிக்குள் விரிவான அறிக்கை சமர்ப்பிக்கவும் ஆணையம் உத்தரவிட்டிருந்தது. ஆனால், அந்த உத்தரவையும் மீறி, செப்டம்பர் 3 முதல் 21B பேருந்து மதியம் ஒரு முறை மட்டுமே இயக்கப்படுகிறது. செப்டம்பர் 20 முதல் 64C பேருந்தும் அதே போல மதியம் ஒரு முறை மட்டும் இயக்க அனுமதிக்கப்பட்டுள்ளது.
இதனால், “மாவட்ட ஆட்சியர் நேரில் சென்று நடவடிக்கை எடுக்காமல் இருப்பது ஏன்?” என்ற கேள்வி எழுந்துள்ளது.
பொதுமக்கள் கோரிக்கை:
அப்பகுதி மக்கள் வலியுறுத்தும் கோரிக்கைகள்:
1. 21 எண் பேருந்து உடனடியாக அண்ணாநகருக்குள் இயக்கப்பட வேண்டும்.
2. தீண்டாமை காரணமாக போக்குவரத்து மறுக்கப்படுவது அடிப்படை உரிமை மீறலாகும்.
3. சாதிய அழுத்தத்திற்கு துணைபோன அதிகாரிகள் மீது வழக்கு பதிவு செய்து பணியிட மாறுதல் செய்ய வேண்டும்.
அரசியல் அதிர்வுகள்:
சட்டமன்ற தேர்தல் நெருங்கிக் கொண்டிருக்கும் நிலையில், சமூக நீதி பேசும் திராவிட மாடல் அரசில் நேரடியாக சமூக நீதி மீறல் நடந்துள்ளதாக மக்கள் குற்றஞ்சாட்டுவது, திமுக அரசுக்கு பெரும் சவாலாக மாறியுள்ளது.
மேலும், போக்குவரத்து துறை அமைச்சர் இதைப் பற்றி கவலைப்படாத நிலைப்பாடு, மக்களின் அதிருப்தியை அதிகரித்துள்ளது. இதனால், ஆளும் கட்சியின் கூட்டணியில் உள்ள பெரியாரிய அமைப்புகள் சிக்கலில் சிக்கியுள்ளன.
ஏற்கனவே பல்வேறு அமைப்புகள் தனித்தனியாக போராட்டம் நடத்திய நிலையில், இப்போது ஒற்றுமையாகப் பெரும் போராட்டம் நடத்தத் திட்டமிட்டு வருகின்றன.
Caste Discrimination Alleged in Bus Services at Kovai Kembanoor’s Annanagar
Coimbatore:
In a shocking development, residents of Annanagar in Kembanoor, under Thondamuthur constituency, have alleged that “modern untouchability” is being practiced by denying government bus services to their locality.
Though Annanagar is just 500 meters away from Kembanoor, over 300 Scheduled Caste families residing there claim that the Coimbatore District Administration and the State Transport Corporation have deliberately restricted bus access to their area under pressure from caste-based dominant groups.
Discrimination in Bus Routes:
Currently, Route Nos. 21 and 21B operate to Kembanoor. However, only the 21B service is allowed to enter Annanagar — and that too only in the mornings. During afternoons and evenings, even the 21B bus is denied entry. Route 21 buses are completely restricted to Kembanoor alone.
Locals allege that this arrangement was made following objections from dominant caste groups, with the authorities yielding to their pressure.
SC/ST Commission Orders Ignored:
The Tamil Nadu SC/ST Commission, taking suo motu cognizance, had ordered the Coimbatore District Collector and the State Transport Corporation’s Zonal General Manager to operate both 21 and 21B services into Annanagar. The Commission also directed them to submit a detailed compliance report by September 24.
However, ignoring this order, authorities have permitted only one trip of 21B in the afternoons since September 3, and more recently, on September 20, only one trip of 64C was allowed in the afternoons — reportedly to appease dominant caste groups.
This raises questions over why the District Collector himself has not taken direct action to enforce the Commission’s order.
Public Demands:
Residents and activists have demanded:
1. Immediate extension of Route 21 buses into Annanagar.
2. Recognition that denial of bus access amounts to caste-based untouchability and a violation of basic rights.
3. Disciplinary and legal action against officials who colluded with caste-based groups.
Political Fallout:
With state assembly elections approaching, the issue has triggered a major controversy. Critics point out that the ruling DMK government, which promotes the “Dravidian Model” of social justice, has failed to prevent blatant caste-based discrimination.
Public anger has grown further as the State Transport Minister has not intervened in the matter. This has put both the government and allied Periyarist organizations under pressure in Coimbatore.
Several organizations have already staged separate protests on the issue, and are now planning a united agitation demanding justice for Annanagar residents.
